New York State Energy Plan and Fiscal Year 2027 Budget Initiatives: Building a Cleaner and More Sustainable Future

The State Energy Planning Board developed a 15-year Energy Plan (the “Plan”) following a year-long evaluation of New York’s (the “State”) current energy systems and anticipated energy needs through 2040. The Plan was designed to guide the State’s energy-related decisions and provide a roadmap for future energy initiatives. Approved in December 2025, the Plan identified numerous initiatives related to clean energy, economic development, public health, and environmental sustainability.  

As a continuation of the Plan, the Executive Budget Plan for Fiscal Year 2027 (the “Budget”), released on January 20, 2026, builds on the Plan’s initiatives to transition the State towards a greener economy. This framework was officially enacted into law on May 28, 2026. The Budget highlights priorities such as expanding renewable energy while maintaining affordability for all New Yorkers. Pursuant to the Budget, Governor Kathy Hochul has committed an additional $3.75 billion over five years, $750 million annually, to clean water infrastructure funding. The funds can be used for replacing lead service lines, wastewater treatment, and other clean water projects. These funds, combined with State and federal resources, will help municipalities invest in more efficient wastewater treatment systems, furthering the goals of the Plan while strengthening environmental protections and supporting sustainable economic growth.
