Paul Corey has more than 20 years of experience in the utilities industry, concentrating his practice in the areas of regulatory affairs, energy and utilities for public and private sector clients. His extensive experience includes representing energy companies, utilities and government entities regarding state and federal electric, natural gas and water utilities on regulatory matters, as well as providing legal counsel for sophisticated transactions, electric and natural gas competitive initiatives and complex regulatory proceedings. Mr. Corey has represented clients on a wide range of legal matters such as mergers and acquisitions, project development, corporate transactions, renewable energy initiatives, the divestiture of electric generation facilities, power purchase agreements, complex regulatory approvals, the valuation of stranded costs, rate cases, performance-based rate plans, and various proceedings involving the implementation of competitive energy initiatives.

During his career, Mr. Corey served as the Executive Director of the Connecticut Department of Public Utility Control (DPUC) (now the Public Utilities Regulatory Authority). In this position, he worked closely with DPUC Commissioners to develop and implement department policies. In addition, he was the state’s lead counsel on negotiating, drafting and implementing comprehensive electric restructuring and natural gas unbundling competitive initiatives. In addition to his government service, Mr. Corey was Counsel on Regulatory Affairs for an international law firm representing a diverse clientele in the areas of regulatory, energy and utilities. His vast experience includes counseling and guiding clients on multiple matters such as complex rate cases and performance-based rate plans, regulatory reviews and compliance filings, various proceedings involving the implementation of competitive electric and natural gas initiatives, mergers and acquisitions, project development, corporate transactions, renewable energy initiatives, asset sales, power purchase agreements and complex regulatory approvals.

Mr. Corey’s representation of municipalities, public utility commissions, energy companies and utilities includes Nassau County, NY, involving the potential expansion of an electric and thermal energy project; the City of Taunton, MA, involving an energy performance contract; the City of Fall River, MA, involving the negotiation of power purchase agreements for the purchase of solar power from a private developer, Orbit Energy on the approval of a long-term power purchase agreement with National Grid from the Rhode Island Public Utilities Commission for the sale of electricity from a renewable food waste to energy project; Northeast Utilities on regulatory matters in complex rate cases involving Return on Equity and Revenue Requirements before the Connecticut Department of Public Utility Control; Conectiv on renewable energy projects, long-term contracts for the purchase of electricity from the projects and regulatory approvals; Dynegy Inc. on matters involving the negotiation of long-term natural gas contracts and approvals at the Public Utilities Regulatory Authority; and Energy East, Connecticut Natural Gas and Southern Connecticut Gas on multiple matters involving natural gas supply, long-term contracts, rate cases and regulatory proceedings involving competitive issues facing the industry.
